HARARE – Harare Mayor Jacob Mafume has claimed 87 Harare City Council properties will benefit anonymous individuals rather than the people due to corruption within the capital’s local authority, the local authority said on Wednesday.
This was revealed at a special council meeting Wednesday at the Town House. It was also revealed that three council-owned beer bars under Rufaro Marketing had been sold out without council approval.

“We had over 87 properties where Rufaro Marketing employed a lot of people with a large number of employees. It brought revenue to the council, which we called a beer tax,” Mafume said.
“And all of these properties, 87 of them in all the suburbs of the city, for one reason or another, don’t benefit the residents but the individuals,” he said.
Mafume ordered investigation into the scandal to bring closure and wedge a war against incessant corruption at HCC.
